觀察全球海上事務的國際海事局(IMB)今天(10日)公布年度報告指出，海盜案件在2016年下降到18年來的最低水準；不過，在西部非洲和菲律賓附近蘇祿海(Sulu Seas)，綁架船員勒取贖金的案件則呈現升高。

報告指出，2016年全球一共紀錄到191起海盜攻擊案件，比2015年的246件大幅下滑，並且是1998年以來的最低水準。國際海事局指出，2016年海盜搶劫了7艘船，並扣押151名人質，比2015年的15艘船和271名人質都大幅減少。

不過，報告中仍然指出，海上綁架人數增加了3倍，從2015年的只有19人大幅增加到62人，其中半數發生在西非；另外28人是在馬來西亞和印尼週遭海域被綁架，據信這些人質後來都被轉送到菲律賓南部。
